Many ways you can promote your Twitter page, the fastest way is, pay google ads, if you don’t have bunch of cash you can try :

- Comments to other blogs who have comment Twitter’s ID
- RT the good information
- @reply all your followers
- Tell all your friends and colleagues about your Twitter page
- Promote it on your blog or website with twitter buttons (it’s FREE and cute)
